California BIT Inspection Requirements for 2026

 

In 2026, California’s Basic Inspection of Terminals (BIT) program under AB 3278 limits the 90‑day inspection cycle to GVWR‑26,001 lb or more CMVs, with lighter vehicles reverting to federal annual inspection rules.

 

Key 2026 Changes

 

Effective January 1, 2026, the 90‑day mechanical inspection cycle applies only to commercial motor vehicles (CMVs) with a GVWR of 26,001 lbs or more.

 

Vehicles under 26,001 lbs GVWR (without hazmat, passenger, or combination exposure) are exempt from the 90‑day BIT cycle and must instead comply with federal annual inspection requirements under 49 CFR §396.17

 

Hazardous materials vehicles, passenger vehicles carrying 10+ people, and combination vehicles (tractor + trailer) remain on the 90‑day cycle regardless of weight

 

The pre‑2026 “3‑axle / 10,001 lb” sub‑class is gone; the scope now matches the federal CMV definition 

 

Who Must Be Inspected

Subject to 90‑day BIT:

GVWR ≥ 26,001 lbs CMVs

Hazmat placarded vehicles

Passenger vehicles ≥ 10 passengers

Combination vehicles (tractor + trailer)
